The US is now pushing for the Security Council to impose an oil embargo on the North, halt its key export of textiles and place Kim under a financial and travel ban.

The five permanent members of the UN Security Council and Germany conducted long-running talks with Iran that led to a 2015 deal for global sanctions to be lifted in exchange for Tehran curbing its nuclear activities.

"The world will witness how the DPRK tames the US gangsters by taking a series of actions tougher than they have ever envisaged", the North Korean statement continued.

The North says it needs nuclear arms to protect itself, but the USA has accused the country of "begging for war".

This has been made possible because the North managed to earn the money needed to carry out its nuclear and missile programs by evading sanctions. If it proves it can live in peace, the world will live in peace with it. "The choice is theirs".

The minister reiterated Seoul's goal of complete, verifiable, irreversible denuclearization of the Korean Peninsula in a peaceful manner, adding getting North Korea to the negotiating table "will take greater pressure".

The US had originally proposed harsher sanctions including a total ban on oil imports.

At a dinner to celebrate Pyongyang's nuclear programme, North Korean leader Kim praised the test and urged the country's scientists to develop more weapons, KCNA reported Sunday.

The original US draft would also have frozen the assets of North Korea's state-owned airline Air Koryo, the Korean People's Army and five other powerful military and party entities.

Joint ventures will be banned and the names of senior North Korean official and three entities were added to a United Nations sanctions blacklist that provides for an assets freeze and a global travel ban. This is the 9th sanction against the country since 2006.

The resolution fell short of measures sought by the Trump administration. The United States watered down an initial tougher draft resolution to win the support of Pyongyang ally China and Russian Federation.

Liu said relevant parties should resume negotiations "sooner rather than later". One of those countries is China, the U.S.'s biggest trading partner.

But it only caps Pyongyang's imports of crude oil at the level of the last 12 months, and it limits the import of refined petroleum products to two million barrels a year.

That would amount to a 10% cut in oil products, according to the US Energy Information Administration, which estimates annual exports to North Korea at almost 2.2 million barrels.

McCain is also calling on China to do more to counter the threat posed by North Korea just over a week after it apparently tested a deadly hydrogen bomb.

President Donald Trump called for harsh measures to be taken against the country, even considering the possibility that the US would stop trading with any country that traded with North Korea.

"The forthcoming measures by DPRK (North Korea) will make the United States suffer the greatest pain it has ever experienced in its history", he told a disarmament conference in the Swiss city.

Pyongyang has staged a series of missile tests in recent months that appeared to bring much of the United States mainland into range.

It also bans joint ventures with North Korean entities, except for non-profit public utility infrastructure projects. Another source in China's Liaoning Province noted the North's oil price has risen higher than that of China.
