India's ambitious High Speed Rail (HSR) project is now at the take-off stage, coinciding with the visit. On the cards to be signed is a memorandum of understanding for the creation of the Japan-India Institute of Manufacturing, which will be jointly developed by the governments of Japan and Gujarat near Khoraj in Sanand.

Since 2014, despite political sanction at the highest levels in both countries, negotiations had been bogged down over New Delhi's concerns regarding the per-unit price and questions regarding potential technology transfer and domestic manufacturing in India. Japan, for its part, regularly joins the annual Malabar maritime exercises conducted by the Indian and US navies in the Indian Ocean.
