The resolution, instead, bans textile exports, cuts off natural gas shipments to North Korea, places a ceiling on deliveries of refined oil products and caps crude oil shipments at their current level.

The Security Council will vote on a resolution put forward by the USA following the secretive state's sixth nuclear test earlier this month.

Following the vote, U.S. Ambassador to the United Nations Nikki Haley portrayed North Korea as increasingly isolated.

After several days of negotiations on the resolution, Washington dropped several measures to win the support of Russian Federation and China, including a bid for an oil embargo and the blacklisting of North Korean leader Kim Jong Un and the national airline.

"The latest UNSC resolution represents the global community's renewed commitment not to tolerate the North's nuclear and missile development", the government said in a statement obtained by Yonhap News.

The new sanctions ban 90 percent of North Korea's publicly-reported exports and cap the amount of oil the country is able to import, according to a USA official familiar with the negotiations.

China's foreign ministry said on Tuesday (link in Chinese) that North Korea had "ignored worldwide opposition and once again conducted a nuclear test, severely violating UN Security Council resolutions".

The country said it had tested an advanced hydrogen bomb.

But its provisions are a significant climb-down from the very tough sanctions the Trump administration proposed last Tuesday, especially on oil, where a complete ban could have crippled North Korea's economy.

In order to pass, a resolution needs nine of the 15 Security Council members to vote in favour and no vetoes by any of the five permanent members - the US, Britain, France, Russia and China.

China might be most critical though in deciding if oil sanctions go ahead because it controls an oil pipeline that provides about 520,000 tonnes of crude a year to the North.

Under the measure, countries are authorized to inspect ships suspected of carrying banned North Korean cargo but must first seek the consent of the flag-state.

North Korea is now banned from exporting textiles - its second-biggest export after coal and other minerals in 2016, totaling $752 million, according to data from the Korea Trade-Investment Promotion Agency.

Just days before its sixth nuclear test, North Korea launched an intermediate-range ballistic missile that crossed Japan before landing in the northern Pacific Ocean.

"While we haven't made the American people safer, we have met the political objectives here in the United States", Sherman said.

Liu again urged the council to adopt the freeze-for-freeze proposal and said talks with North Korea are needed "sooner rather than later".
