North Korea threatens United States 'suffering' if harsh sanctions are imposed

The North's sixth ever nuke experiment on September 3, was its most powerful to date, as Pyongyang claimed it involved a hydrogen bomb that can fit on one of its newly developed intercontinental ballistic missiles.

Treasury Secretary Steven Mnuchin reportedly told a conference organized by CNBC Tuesday that if China does not fully implement the new round of sanctions, the U.S.

The United States is attempting to "strangle and completely suffocate" North Korea, the country's Foreign Ministry said, and Pyongyang "shall make absolutely sure that the US pays due price".

The measure is unlikely to have a significant impact on the North Korean military or nuclear weapons program, according to a report Tuesday by the Nautilus Institute, a think tank that specializes in energy issues.

Retail petrol prices in the North jumped earlier this year, with some analysts suggesting the authorities were stockpiling in the expectation of a ban. It estimated that North Korea managed to export at least $270 million of banned commodities between February and August.

The 15-0 vote marks the second unanimous decision against North Korea in the weeks since it unexpectedly tested intercontinental ballistic missiles and an apparent hydrogen bomb.

However, China and Russian Federation pushed for the compromise version that the U.N. Security Council approved.

The major powers than convened an emergency session of the security council where U.S. Ambassador to the United Nations Nikki Haley argued forcefully for harsher sanctions, saying, "enough is enough", and that Kim was "begging for war".

"The one factor working in favor of these sanctions being implemented is that the Chinese and Russians have to be fearful that the USA will impose its own sanctions on Chinese and Russian companies", he said.

The U.S. side also backed off its proposal to require all countries to expel North Korean guest workers.

During tough negotiations, the United States dropped initial demands for a full oil embargo and a freeze on the foreign assets of North Korean leader Kim Jong-Un.

The original USA draft would also have frozen the assets of North Korea's state-owned airline Air Koryo, the Korean People's Army and five other powerful military and party entities.

Pyongyang opened its embassy in Peru in the 1980s during the first government of former President Alan Garcia, which bought weapons from North Korea at a discount to supply police forces.

"In North Korea they will eat grass but still not give up this [nuclear and ballistic missile] program", said Putin. The sanctions also extend some of the existing sanctions, which call for the freezing of the assets of certain individuals and entities.

While the new set of sanctions is still under discussion, ... But he criticized Trump's commentary on the North Korean crisis, which he said was making matters worse.

The resolution also targets sources of income.

The ban stopped short of the toughest-ever measures sought by the Trump administration against all oil imports and the worldwide assets freeze of the North Korean government and its leader Kim Jong-un.
