Previously known as the Great Repeal Bill, the EU Withdrawal Bill will convert all existing EU laws into United Kingdom law.

The bill seeks largely to copy and paste European Union law into British legislation to ensure Britain has functioning laws and the same regulatory framework as the bloc at the moment of Brexit, something the government says provides certainty for companies.

John Woodcock, Labour MP representing Barrow and Furness, labelled the bill an "arrogant power grab" that could damage local jobs.

Parliament is due to hold a late-night vote on whether to let the central plank of Britain's Brexit plan - the European Union withdrawal bill - move to the next stage of the law-making process.

The Bill's committee stage will take place when MPs return to Parliament after their party conferences.

In addition to codifying existing European Union laws, the legislation - previously referred to as the Great Repeal Bill - means the United Kingdom would no longer have to adhere to new laws made in Brussels after the country's departure from the bloc.

"Our position is about this being a very bad bill - it's bad for our democracy, it doesn't enable Parliament to take back control the way that people want, and crucially it gives ministers these powers that they just don't need for Brexit".

'The current draft of the repeal bill gives lots of power to ministers so we can deliver Brexit, which is essential, but it cuts parliament's role right down, ' Penrose told the Guardian.

"The bill delivers a legal guarantee that the United Kingdom can set its own laws and deliver what the British people voted for".

Labour has said it will vote against the legislation, arguing so-called "Henry VIII" powers in the Bill amount to a "power-grab".

Jenny Chapman, the Labour MP for Darlington and shadow Brexit minister, said the rebellion was nothing they hadn't foreseen.

"That's why I'm urging all MPs of all parts of the United Kingdom to come together in support of this crucial legislation so that we can leave the European Union safe in the knowledge that we are ready for day one of exit".

Twenty-one Labour MPs defied their party whip to either abstain or vote with the government in favour of the bill. The government has said those powers will not be used for any significant changes but rather for technical amendments and only for a limited time.

It's now moving to the committee stage, where each part of the bill and the more than 150 proposed changes, will be debated. It leaves rights unprotected, it silences Parliament on key decisions and undermines the devolution settlement.

She told Radio Four's Today programme: "I believe Labour's job is to improve this bill, not kill it as it begins its passage through parliament".
