China is the only ally of North Korea, and that country's leader, President Xi Jinping, has often attempted to reason with Kim and get him to ease off the nuclear tests by threatening sanctions, but he has always failed.

Though the United States had proposed a complete ban, the sanctions by the U.N. Security Council to punish North Korea for its sixth nuclear test cap Pyongyang's annual imports of crude oil at the same level they have been for the past 12 months: an estimated 4 million barrels.

Still, America's United Nations envoy Nikki Haley told the Security Council after the vote that the new sanctions are the strongest imposed on North Korea and will "cut deep" as they target the regime's ability to fuel and fund its weapons programme.

These changes include the following: North Korean leader Kim Jong-un will no longer have his assets frozen. He says if these United Nations restrictions do not work, the US could punish Chinese banks that do business with North Korea. "We think it's just another very small step, not a big deal".

McCain said on Sunday the relocation of tactical nuclear weapons to South Korea "should be seriously considered", during an appearance on Sunday on CNN's State of the Union.

The U.N. Security Council voted 15-0 to approve new sanctions.

The latest IAEA report came at a time that the USA , which is a party to the agreement, seems to be laying out a case for abandoning it.

"If North Korea continues its unsafe path, we will continue with further pressure".

China has held the position that stronger sanctions would not be helpful in halting North Korea's nuclear programme. This resolution calls on countries to inspect ships if there are reasonable grounds for a search and only with consent.

North Korean imports of other fuels, including gas, are to drop by more than one half.

But he said trying to stop goods and material flowing from China to North Korea without United Nations backing would substitute a U.S.
