Arab standoff looms over UNESCO leadership vote

Arab states believed the job of director-general of the 195-member organisation should go to one of them for the first time, but regional rivalries and the U.S. and Israeli withdrawals undercut their ambitions.

The board has held secret ballot votes every day this week, whittling down the seven candidate to Azoulay and former Qatari culture minister Hamad bin Abdulaziz al-Kawari.

The proceedings have been overshadowed by the US decision, announced Thursday, to withdraw from the agency.

The final vote between Azoulay and Al-Kawari will take place later on Friday, with a toss in case of a tie.

Egypt's candidate for the post of Director-General of UNESCO, Moushira Khattab, passed the third round of the organization's elections held in Paris, France, where no candidate has gained an absolute majority of votes so far.

Egypt submitted an official note to UNESCO's outgoing chief, Irina Bokova, on Friday morning to request the verification of "violations that have been detected throughout the electoral process", foreign ministry spokesman Ahmed Abu Zeid said in a statement. More than ever, UNESCO needs an initiative that resonates with all member states, that will restore confidence, overcome political divisions and be dedicated exclusively to UNESCO's key missions.

In the face of Arab divisions, France has presented Azoulay as a consensus figure who could mend fences within the organisation and sooth tensions caused by recent resolutions against Israel.

The withdrawal occurred before the fourth round of voting for the UNESCO director general position, in which Lebanese national Vera El-Khourey Lacoeuilhe is a candidate.

Al-Kawari had also been dogged by old allegations of anti-Semitism after the Simon Wiesenthal Center accused him of remaining silent about anti-Semitic books at a fair in Doha when he was culture minister.
